Well, Sunrise is lazy when it comes to characters and designs (M9 is a main character in Sora Kake Girl whilst Haruka, Lena and Sara are from older animes), but M9 came from Schwartz so they would have based her robe from a GEM somewhere. M9's robe is a lot more "sleek" as well so it goes perfectly for speed and flexibility which she highly relies upon.

From what I've noticed M9's robe is more based along the lines of the Otome drones (later to be formed into Valkyries?) which attempt to guard Sifr away during the blast fuelled by her Kazahana blood attempting to assassinate Bruce and other such things.

Prototypes generally predate the final production design.
